Building Westfield's Future: A Holistic, Long-Term Planning Strategy
To plan Westfield's future through a smart growth approach, the Town has undertaken a broad range of planning initiatives that span multiple areas of focus to inform plans and decision-making. Find out more about each component of the planning process below.

Master Plan and Reexamination
The New Jersey Municipal Land Use Law requires that each municipality reexamine its Master Plan and development regulations at least every 10 years. The most recent Reexamination Report, adopted in December, 2019 following extensive public input, reviewed the adopted elements of the current adopted Master Plan, completed in 2002, and amended in subsequent years. The Master Plan addressed the following topics: Goals and Objectives, Land Use, Circulation, Housing, Community Facilities, Downtown Economic Development, and Historic Preservation.

Unified Land Use and Circulation Plan
To keep Westfield on a path towards success in all aspects of quality of life - from appropriate land use; to quality transportation for pedestrians, bicyclists, transit users, and motorists; and to strategic economic growth in the downtown and commercial areas – a guiding Master Plan should be written and adopted by the Town. This Unified Land Use and Circulation (ULUC) Plan gives all these factors attention and lays out a plan for Westfield’s future

Transportation
Through funding from the New Jersey Department of Transportation (NJDOT), the Town initiated this effort to develop a plan to make bicycling and walking more comfortable, accessible, and safer for residents and visitors alike. We expect the findings of this plan to be incorporated into the circulation and transportation components of the Town's Master Plan Reexamination.

Recreation
The Parks and Recreation Strategic Plan, adopted by the Town Council in January 2020, is the Town’s first-ever simultaneous study of the entire parks system and recreational facilities, and provides a vision to guide the future development, operations, and programs of the Town’s parks, recreation, open space, and trail system.

Redevelopment
Beginning in September 2019, the Town Council has taken multiple steps to utilize redevelopment law and tax abatements to proactively drive economic progress and fiscal health for Westfield's future. These steps have included designating properties as areas in need of rehabilitation and areas in need of redevelopment, as well as allowing for tax abatement incentives.

Town Land Use Ordinance Amendments
The Town Council has passed several ordinances to expand permitted uses downtown in order to allow for emerging industries to have options in Town.
